docs(on-call): add Datadog alert integration - #376

• 新增 Datadog 中英文告警集成文档
• 增加 docs.json 导航和兼容文档映射
• 说明默认 Payload、custom_labels、Severity、状态和 Alert Key 规则
• 明确缺失 alert_cycle_key 时随机兜底的生命周期边界
• 不包含本地截图或外链图片

已验证

• test PR docs(on-call): add Datadog alert integration #374 已合并，dev 页面文档已确认正常显示
• npm run build 通过：82 个中英文文档 key
• npm run check 通过：82 个中英文 key 兼容性通过
• npm run test:upload-url 通过：3/3
• jq empty docs.json 通过
• git diff --check 通过

仅创建 main PR，不执行合并。
